Meet the Global Preparedness and Crisis Management Team

Plan, organize, train, exercise and improve. From well control events to offshore oil spills, the CTEH Global Preparedness and Crisis Management team provides incident management and response services to help protect people and the environment. As Ray Meyer, the team’s director, recently said, “We help organizations develop emergency response plans, build their response teams and exercise these plans in real-time.”

Along with Ray, industry experts Hank Garcia, Commander (Ret.) Joe Leonard, Sergio Pallavicini and John Temperilli serve on the team. Together, they help businesses across the country integrate with their relevant public and private sector partners; utilize resource-tracking software; understand risk and gap analysis planning; and implement training and exercises to enhance the speed of future responses and control potential long-term costs. Ray Meyer: Ray is a Certified Emergency Manager (CEM) with more than 35 years of experience in the industry. He began his career in the U.S. Coast Guard, where he retired as a Captain. He held senior positions at multiple emergency response companies before joining CTEH in 2015.

Hank Garcia:Hank has designed and overseen emergency response exercises around the globe. He is well versed in the development of crisis management systems, oil spill response plans and hurricane plans on the facility, country and corporate levels.

Cmdr. (Ret.) Joe Leonard:In addition to his numerous industry certifications, awards and military decorations, Joe has specialized training in HAZMAT, Emergency Response to Terrorism, Advance Marine Firefighting, Incident Safety Officer, NIMS Incident Commander, Planning Section Chief, Operations Section Chief, Emergency Management and Community Hurricane Preparedness. He is the former Planning Section Chief and Deputy Incident Commander of the U.S. Coast Guard’s only Type-1 Incident Management Assistance Team.

Sergio Pallavicini: With more than 10 years experience in the field, Sergio is a leading expert in emergency response and crisis management for the oil and gas industry. He is a G449 Incident Command System instructor and Q16 Major Emergency Management (MEM) instructor.

John Temperilli: John has more than 30 years of management leadership and advisory experience in domestic and international crisis response. He is a trained On-Scene Commander, Incident Command System instructor and member of the U.S. Department of Homeland Security’s Chemical Transportation Advisory Committee.
