Glenn Millner, Ph.D.

Dr. Millner is a founding partner and Senior Toxicologist at the Center for Toxicology and Environmental Health (CTEH®), L.L.C., an environmental consulting firm that is part of the University of Arkansas for Medical Sciences Incubator Program. He is also an assistant professor in the Department of Environmental and Occupational Health, College of Public Health, University of Arkansas for Medical Sciences (UAMS) and College of Medicine, Division of Interdisciplinary Toxicology, UAMS. He teaches graduate, medical, industrial hygiene and nursing students.

Dr. Millner has more than 31 years experience responding to hazardous materials releases and more than 21 years experience as a primary responder to the transportation industry, oil and gas industry, and the chemical industry. As a result of his work as an emergency responder, he has experience with a wide variety of environmental, human health, sampling, remediation, and analytical issues that frequently present during emergency releases of hazardous materials. During a release, Dr. Millner identifies the human health hazards and combustion products; determines appropriate personal protective equipment; interprets State and federal regulations; derives safe levels of chemicals in air, water, building surfaces, soil, and sediment; and planning and managing air, water, soil, and groundwater sampling studies.

Dr. Millner is a member of the American Industrial Hygiene Association (AIHA) Emergency Response Planning Guidelines (ERPG) committee. This committee is responsible for establishing safe levels of chemicals for the protection of the public during emergencies. The committee evaluates the body of scientific literature on specific chemicals in order to provide estimates of concentration ranges where one reasonably might anticipate observing adverse effects as a consequence of exposure to a specific substance. Recently, Dr. Millner was hired by the Federal Government to prepare the ERPG on ethanol and was an invited speaker on ethanol risks to the Transportation Research Board National Meeting in Washington, DC. He was also invited by the Agency for Toxic Substances Disease Registry (ATSDR) to serve on an expert panel for Toxic Inhalation Hazards (TIHs) as well as provide peer review for a nationwide modeling project conducted by the Department of Energy.

CTEH® is contracted with the Department of Homeland Security to evaluate prototype detectors for emergency response. CTEH® was requested to provide toxicology and air testing to ensure the protection of President Barack Hussein Obama during his recent inaguaration. Dr Millner conducts training on hazardous materials and has a number of publications and book chapters on emergency response. Dr. Millner conducts training for the Federal Law Enforcement Training Center in Brunswick GA and for USEPA On-Scene Coordinators (OSCs) in several Regions of the US.
