The promulgation of the Clean Water Act (CWA) in 1972 was the much needed impetus for improving surface water quality in the United States. The CWA authorized the Environmental Protection Agency (EPA) through the National Pollutant Discharge Elimination System (NPDES) permit program to regulate point sources, such as pipes or man-made ditches that discharge pollutants directly into surface waters of the United States.
